Human Resources Manager (Part-time)

Main Duties & Responsibilities

1. Responsibility for recruitment administration including drafting job descriptions, advertising roles internally and externally, shortlisting candidates, organising interviews including participating in and/ or leading interviews, issuing offers and organising contracts of employment as well as reference checks. This also includes informing and facilitating applicants of any relevant visa or work permit information applicable to Gibraltar. 

2. Manage and implement effective on-boarding plans for all new staff members.

3. Provide advice and support to the Safeguarding Coordinator on any matter related to or concerning staff members, including participating in meetings or discussions with the Safeguarding Steering Group on any matters related to or concerning staff. 

4. Responsibility for management of new and ongoing employment contracts for all staff members including Academic hourly paid staff. This also includes managing any probation periods, staff on fixed term appointments and on work permits. 

5. Maintain appropriate HR records for all staff members, including ensuring all position descriptions are kept up to date and/or are reviewed annually as part of the staff performance development and review process. 

6. Responsible for reviewing and maintaining the absence management software. 

7. Arrange and/or promote (as required) staff training. 

8. Conduct and analyse exit interviews and make actionable recommendations based on data where applicable. 

9. Lead on any disciplinary or grievance issues at the if applicable or source any advice from third parties where necessary. 

10. Promote and oversee the outsourced 24/7 staff counselling service. 

11. Responsible for managing and developing all administrative processes and systems within the HR Department and keeping all HR documentation up to date including the Staff Handbook. 

12. Ensure all HR policies are applied consistently throughout. 

13. Together with the Finance Team, responsibility for preparing all monthly payroll documentation and payments. 

14. Assist in preparing reports, presentations and other written materials to the wider. 

Other 

1. Actively promote the mission and values of the Organization. 

2. Act ethically and uphold sustainability commitment at all times. 

3. Work within the Health, Safety and Welfare at Work Act 1999; fulfilling the legal duty to take responsible care for own health and safety and others who may be affected by their actions. 

4. Support the major events such as Foundation Day, Beacon Lectures, open days, applicant days, interviews, clearing and other key events. 

5. Ensure that the highest standards of professional performance are maintained. 

6. Promote equal opportunities, diversity and inclusion in the work of the organization. 

7. Ensure compliance with relevant legislation and statutory codes of practice, as advised. 

8. Participate in the organization’s performance review and appraisal processes. 

9. Ensure all organization’s policies are implemented within the remit of this post. 

10. Any other duties as may reasonably be required commensurate with the grade of this post, as directed by the line manager.
